    Hugh Bertrand Rossell was born October 23 1867 in Elizabeth City, North Carolina, the son of William Henry Rossell and Margaret Dauge Martin.

Hugh was the first born in the New Jersey branch of the Rossell family to be born after the publication of the first edition of the Stemmata Rossellana and he was named after Hugh Bertrand du Rozel.

The first edition of the Stemmata Rossellana was complied by Clifford Stanley Sims, Hugh Bertrand Rossell edited the second and third edition of the Stemmata Rossellana.
